We use Dia for all out network designs - not as feature-rich as Visio, but Dia has all most people need for creating professional diagrams. Totally opensource for Windows and most other platforms.

When you need a Windows project management tool, this is the one and its free (mostly opensource) from the Computer Associates stable.
